Understanding UPC’s Representation

Information about understanding UPC's representation

PLANNING REFERENCE: 26/03248/PMBPA

DEVELOPMENT PROPOSED: Application for prior approval under Part 3, Class Q of the Town & Country Planning (General Permitted Development) (England) Order 2015 for the change of use from agricultural to form 5No. dwellings.

LOCATION: Proposed Residential Barn Conversions At Abbey Farm, Uffington, Shrewsbury.

APPLICANT: Mr And Mrs Pearson

Uffington Parish Council considered the above planning application at its recent meeting and agreed to submit a representation to Shropshire Council.

What is a “representation”?

A representation is a formal comment submitted to the Local Planning Authority. It is used when the Parish Council does not object to an application but wishes to raise matters that should be considered before a decision is made.

A representation is different from an objection or support statement. It allows the Council to highlight issues, request clarification, or suggest conditions without opposing the development.

Summary of the Parish Council’s Representation

The Parish Council is broadly supportive of the proposed development. However, members identified highway safety concerns relating to the existing access.

The Council has asked Shropshire Council Highways to review:

  • Whether the current access width is sufficient for safe two‑way vehicle movement
  • The safety of vehicles entering and exiting onto a busy main road
  • The continued use of the access by agricultural vehicles, which require additional manoeuvring space
  • Whether improvements or conditions are needed to ensure safe ingress and egress for future residents and farm traffic

The Council has requested that Highways provide any recommendations or conditions they consider necessary to ensure the safety of all road users.
